How to achieve persistent quicklaunch behaviour with Gnome on Ubuntu?

I'm new to Ubuntu.I wanted to configure the taskbar panels so I can see individual running programs as tabs at the bottom of the screen (as in windows), and I was able to achieve that by using Dash to Panel.This seems to work fine, but the second step is to make a quicklaunch, basically an area on the left part of the taskbar I can use to quickly launch new programs regardless of what is maximized.

The closest to this would be to use the "Favorites", but that has one huge problem, the icon disappears whenever I start a program. Which is messy, and also, It disallows me to start another instance. Also, the configurability of the Favorites doesn't look to be existing, I need something like the shortcut editing in windows, where I need to set the executable, the arguments of and working directory.

So the question is, how do I achieve this on Ubuntu?
